Windows doesn't shut down

Hello, I'm using Windows 98 in a ThinkPad i Series 1400 IBM computer, and every time I try to shut it down, I always get a message about a "Default IME" (it says that on top of the message" and I have the options of Wait, End Now, Cancel, and if I press Wait, it's the same problem, if I press End Now, I see the screen with the big Windows logo where it says "Windows is shuting down" but it never shuts down, that screen stays there forever, so I have to force it to shut it down manually, and when I turn it on again it runs Scandisk. Is something like a file missing? Thank you for your help.
 
I tried unchecking unnecessary programs running in the background (I run msconfig) and seems like now there is no problem.
