Well if you can get it to spin then go for it you got nothing to lose. But i dont think it will spin and your SOL, sorry. But from the sounds of it, it aint gonna happen. Most times when it stops spinning the read head ends up damaging the disc inside which in turns ruins the data. But try is the only thing you can do.
 
if it does spin how do u think i should get the data off (which is the quickest): burn to cd-r or cd-rw or do it with externa hd?
 
Transfer to External HDD. It will take multiple discs to burn it so transfer it and get it done with then you can burn it after the info is off. It will take a few minutes but at least you can transfer all data at once instead of chunks to disc which might not get done before it stops spinning.
 
yeah external is the way to go or even on to another internal hdd.
Only about 30gb of your life!!!
really he doesn't have anything to lose at this point by trying something out of the ordinary, as he stands at the moment the data might as well be lost. there are some people who specialise in recovering data from failed hdd's but their services generally don't come cheap
