I am running a win xp pro system. In my efforts to reduce boot time, i am wondering whether or not i can disable config.sys and system.ini through msconfig since neither files are needed by win xp... is this a good idea?

I wouldn't disable system & config.ini, but if you go to start>run>msconfig, you can check selective start up, then go to the start up folder and check or uncheck what you do and don't want to start up when you boot up.
That's probably the safest option rather than just disabling ini files
