Boot issue setting up pc.

I am building a PC from spare parts, and having a bit of a problem. I know all of the hardware is compatible because it was all together once before. When I first turned the computer on after assembly, It worked fine, so I went into the bios and changed a couple things, set the third boot device to CD-Rom, etc. after i did this the computer wouldn't boot, so I reset the CMOS w/ the jumper. It worked again, so I changed only 1 thing in BIOS: the cd-rom as boot device. again, the same problem. so i reset the CMOS again, but now I cant get it to boot at all. When I hit the power switch I get fans, psu, etc, but no video and no POST beeps. I have no PCI cards installed or that would be the first thing I would scrap.

Its a DFI PM10-EL w/ a celeron 2.2 ghz processor.
