Change Error Messages

Is there anyway that I can change the text of window's errors??

For example, I have disabled the use of some softwares for my employees... the error message they get when trying to open these software is :" The operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

I'd like to add the number of the IT support officer so that they can contact him incase of an emergency... Any trick for that?

As far as i know there is no way to change what the message says. I have look at a few things to see if i could come up with something and nope. I know you can turn error reporting off but to customise it. I have found many ways to get custom error mesage with web pages but nothing for windows itself.
