Did you log on to the new user and reboot, then run network setup wizard, go back to your account and right click it and click sharing and security,etc.
 
How to Set the My Documents Folder to Private
To set the My Documents folder to Private: 1. On the Start menu, right-click My Documents, and then click Properties.
2. Click the Sharing tab, and then click to select the Make this folder private so that only I have access to it check box.
3. Click Apply, and then click OK.
