Yes, Windows comes with a lite version of diskeeper. The problem is it's very slow & inefficient and a manual process. Most people forget to defrag regularly or just hate doing it because it takes too long and you can't really do much when it's running.
A third party defrag program can be scheduled to run automatically and runs in the background while using your computer. Like dumdum8684 said, it will also defrag the 2 most important files; master file table & page file.
