Help with modem

I loaded 98 se and tried to install a modem. It installed fine, put in the number for the isp, dialed up and connected to them. When I bring up internet explorer, says page can not be found. Tried different home pages and none of them will come up. Tried a different modem, and it does the same thing. Thought there was something wrong with the connection wizard, so I deleted it. still does the same thing.....any help or direction would be greatly appreciated........
