Processor/Graphics Card

I'm building a new system. My current one is pretty high-end, which I feel fairly comfortable working with, but now I'm trying to make a low-mid budget computer. The main purposes will be watching DVD's and videos, and downloading from the net.
Unfortunately, I'm not sure what combination of CPU/graphics card to buy. Right now I'm thinking a (fairly) high-end Athlon, not one of the 64's. (beyond that, I really have no idea) To go with it, I'm leaning toward a GeForce4 or comparative ATI card, but I really don't know specifics.
Can I get any help here?
 
This wil be fine for it:
Sempron (whatever the cheapest is, socket A will be fine)
Any socket A motherboard
Generic 256mb of ram
Intergrated graphics?
depending wether you want to have the pr0n saved, 40gb if not, as big as you want if you are.
and a DVD rom drive

Geforce 4 Ti 4200 if you can find one, Geforce FX-5200 or Radeon 9200
Sempron 3100+ (socket 754)
Gigabyte K8N Pro (socket 754)
2x256MB PC3200 value RAM
80GB Seagate hard drive (you can't get 40's now)
LG 4163B DVD burner - you'll need at least a DVDROM, and now DVD burners aren't all that much.

420W Antec or Thermaltake PSU
 
No No, not a jetway please

The #1 thing you should look for in your video card is a hardware MPEG decoder for watching DVD's, and you will have to find out which cards do.
