Another thread just made me think of this: How come when explorer (the shell) crashes, the desktop background is still visible? And why do the alternate shells still use expolorer-like windows? Aren't theose handled by the shell as well?
 
I'm not sure about the background question, but as far as using Explorer for file browsing, that is due to the windows explorer being a program in itself that lists the file directories in a visual format.

So the reason it still uses the windows explorer as a file browser is due to that being the default file browser.

You can definatelly use a different file browser rather than windows explorer.
