Problem with XP

I just format my HD, I install all the software but I've got this message

SECURITY ALERT

"YOUR CURRENT SECURITY SETTINGS DO NOT ALLOW THIS FILE TO BE DOWNLOADED"

I DIDN'T SET UP ANYTHING!

HOW CAN I FIX IT?

by running XP's last good configuration there is not enough info to help with your problem. Did you reformate a drive then re insall XP?

yup, I format it then reinstall xp, I've heard trojan may affect XP and win 2k in Aoril, I guess the error must be from there
But I can't find any clues from ms support.

can't download anything and reinstall any software.
