Formatting in FAT32...then converting?

My Windows 2000 disk is not bootable, so would there be any disadvantage to formatting in FAT32 then converting to NTFS? I've always heard you got better performance if you installed on an NTFS partition than if you convert, but that may be wrong. Also, how do I convert from FAT32 to NTFS most effectively? Sorry for sounding like a noob, but I'm relatively still new to some of this stuff.
 
I dont beleive so. Here is how you do it.

To convert the file system to NTFS

1.On the Start menu, click Run, type cmd, and then click OK.

2. At the command prompt, type the following, where drive letter is the drive you want to convert:
convert drive letter: /fs:ntfs
You will be prompted to enter the current volume label for the drive.

3.Type the volume label for the drive, and then press ENTER.

4.When the conversion is complete, close the command prompt by typing EXIT.
 
Why not just use a 98/ ME disk to boot into DOS w/CD-ROm support, then run the 2000 installation and format NTFS from within the installation?
