Its usually the recorder speed and cd media speed that determine the burn speed over all, but yes as mentioned the pc itself does play a role but your machine should be able to keep up with the drive..are you saying you are recording a normal CD-R at 4x? or a DVD-R at 4X? Either way 20 minutes seems about right.
 
Your computer running slow and CD burning taking longer than usual can be because you have a heavily fragmented HD. This can interrupt the data flow required for applications such as CD burning. You could analyze your fragmentation levels with the Windows defragger and see if it speeds up your comp as well as applications. On a regular basis, however, I would suggest you go in for any of the third party defrag tools which have better options.
