How do I make the background of desktop icon text transparent?

I'm not sure what happened, but for some reason my icon text now has a border around it. It's basically the color of the solid background, in my case black. I have always had no border so that the text looks like it is written right on the background. When I go into CONTROL PANEL -> PERFOMANCE AND MAINTENANCE -> SYSTEM. Then under the ADVANCE tab I go into SETTINGS under the PERFORMANCE section, and then into the VISUAL EFFECTS tab. Under her I have "Custom' chosen, and then I have everything checked in the options below it. This would include the option "use drop shadows for icon labels on desktop" But my border is still there, and I have also tried it with this option unchecked as well, but did not work. Can anyone help me on this. TIA.
BTW, I am running WindowsXP pro.
 
Have you restarted since you cahanged this, if you did. Try that, and you might get a different change.

Here is the one thing i can think of.

Right click on the desktop -> click properties -> go to the appearance tab -> try advanced or effects
