There's two kinds, -5 means it stands down to -5 temps and the -40 , you guessed it -40 temps, fluidXP sucks balls though and is more expensive so don't even bother with that junk....look up some reviews on that crap though

You could also go with oil cooling. It dosent give you the same temperature lows, but it is completely possible to submerge your computer in it and run it. Although I'm not sure for how long.

2. It's a non conductive fluid, which is what he's already saying he wants, so it's not like "oil" is something different, plus I don't think that site even specifies which fluid they are using

I didnt notice that it linked to it. He wanted a fluid based system in which he could submerge his computer, so I gave him input.
