I think it would hurt their profits because why would you buy a 3GHz processor when you can just OC a 2.6GHz and buy it for cheaper? I think they started locking multipliers for the same reason. If you want higher performance, you are going to have to pay for it.

X xteam02001 In Runtime Messages 296 May 19, 2005 #10 the FX cpu's have their multipliers unlocked. AMD64's multipliers can be moved down but not up.
