Removing Add Printer in XP

Anyone know how to remove the ability of a user to "Add a Printer" in Windows XP Pro?? not disabling the ability to add printer drivers, actually removing the ability to add a printer of any kind
 
Using group policy editor, you can prevent adding a printer or deletion but I dont know about deleting the whole service, you can search the registry...
 
I was going to suggest the registry, but windows would prlly repair it or throw a fit about it, don't you think?
 
If the user isnt to savy you can just remove the icon from the start menu...lol. If you right click on an empty area on the task bar and click properties, start menu, customize, advanced you can control what is displayed there.

Or simply create an account with limited access or as mentioned a local policy via gpedit.msc will do fine.
