CS 1.6/Graphics Card Problem

Something is wrong with my CS 1.6 Open GL. When I turn this setting on, my fps jumps down to 6-12, even with my GeForce MX 4000 128 MB DDR PCI. I remember that I used to be able to run Open GL with my old computer's onboard graphics card, so very obviously, this new graphics card should do the job.

I am sure I installed the drivers, I even called the tech support for this card to ask. Is there something wrong with my settings in CS, or is it the card? I've tried everything, but please give me your input.

P.S. My fps should run at 50+ but it runs at 30, even with the Software or Direct3D video option. YOU HAVE TO HELP ME!

Well did you reinstall windows when you switched graphics cards?
