shutdown in xp prob

A laptop user will try to shutdown and after selecting the shut down option the comp does nothing, the way she has been handling it is by having it hibernate, I dont want that, does anyone know anything about this? I tried cleaning temp directories, repairing IE and checking power settings, maybe I missed something? help!!!!one!

Is there programs running in the background preventing it?
When you select shut down any errors? or trying to end programs?

no end program nows or errors, you click shutdown and it does not respond in any way

This problem has to do with mild disc corruption. Run a checkdisk with all options on the system. Reboot. if it won't reboot, then hard boot it.
