computer goes sluggish when copying files

Its the hard drive. The CPU and/or RAM would not account for slow speeds, unless your running a REALLY old system.

the hard drive has 8 MB cache and i think it is the 133 MHZ variety

Make sure its correctly identified in your bios, and that your using an 80 connector IDE cable.
