most sound cards, except for the old ones (usually in ISA) actually depend on the CPU to process the sound.
that means, if you have a slow CPU, you will not get very good sound
the older sound cards did not depend on the CPU, because they were simply not fast enough for it. I don't know why they've changed it now
go to the task manager, and see if anything is hogging your CPU
