PSU Bogs down

I have a new 400 W PSU from POWMAX.
And my CPU fan, GPU Fan, Bogs way down and then my screen
totaly frekas out with discolored blocks all over it.
Anyone else ever heard of anything like this?
I was thinking it was my PSU but not 100% sure.
I have a MSI mobo, P4 2.8 Ghz, 512 PC3200, FX 5600.

powmax is teh bad brand

get another psu (but before u do it, try another psu and see if it works)

That brand doesnt seem like a very reputable brand. Try to get one from Thermaltake, Antec or another good brand.

Yeah like when my CPU fan stops working. My vid card will stop working aswell. I have heard bad things from all over about this PSU. I think I will take your advice and snag a good one. Thanx
