Northbridge Fan?

Ok so I'm building this system and I come across this funny line in the mobo manual where it shows a connection on the mobo for a northbridge fan. So I am thinking a northbridge fan! Really?! Then I check out my mobo and theres the pins stating nbfan. Now I look at my northbridge and theres this square bright blue porcupine looking thing attached on top. WHat is this? Can anyone shed light on this situation? Here's a good pic of the mobo. The northbridge is northwest to the cpu chipset.

It is a smaller heatskin, simlar to the CPU heatskin but smaller and doesn't use a fan.
