What could be the problem?

I am trying to install windows on a recently formatted hard drive, and whenever I boot from the CD, it tells me that the first line of "txtsetup.oem" is invalid, and that setup cannot continue. I have tested the CD on other computers and it appears to work correctly, and I have also run countless diagnostics on the hard drive: no bad sectors. Does anyone know what could be wrong?

I have also tried it on my DVD drive; no luck.

Did you partition the drive?
