is there any amd motherboards with 2 sockets so u could have four hard drives and 2 cd drives

what do you mean by sockets?

I would advise against getting a pci controller, pci can be a bottleneck for fast harddrives.
 
Well, depending on what interface you want, IDE can support up to four devices, and motherboards now come standard with four SATA connections. That's 8 devices right there.

Check out some of the new DFI AMD motherboards on newegg, such as one using the nForce4 Chipset.

Using that board you can have each drive have its own SATA connection. CD drives don't have SATA interfaces so you can use pretty much just one IDE cable for them.

In the case of the hard drives being IDE interface, there are boards that have two IDE cable connections, most motherboards come with 2 now anyways, so totaling 4 possible IDE connections
 
Asus A8V supports 6 IDE drives, you can change the little red controller to plain IDE in BIOS
