i just installed a 9800PRO and when i go to the device manager and display adapters and i see 9800PRO and 9800PRO secondary, both enabled. is this normal?

I suspect that this is because it is a dual headed card, its just displaying the 2nd monitor connection.

No it's not safe to up your AGP voltage, and why would you want it to be 4x?

520 is WAAAY to low for a 9800 Pro, make sure you have the correct drivers.
