1st timer - Help with a build

Ok then. Recently got all the parts I needed for my new system. Any recomendations on steps to building a new system? Is it better to start with the mother board, processor, memory, and setting before putting it in the case? Also read about jum,per setting and needed to know more information I am a bit confused. Here are the components I am currently going to set up:

Remember to stay grounded
Read all of the manuals and documentation that you get with your parts
Have the manuals handy when you are building.
Neatness will help with cooling
and
Don't plug it in until you double check everything and are ready to test it.

Well I noticed that when I was handling my case there was tons of static electricity. Got my case a few times, but I don't think that hurts noting. How do I stay grounded?!

Also It's telling me about thermal cooling Material in the instructions. Do I need that? I'm assuming something like arctic 5 like a gel that is applied to the top of the pc and bottom of the fan? Please help!

Yeah arctic silver 5 is thermal interface material. Only apply a bit the size of a grain of rice to the top of the CPU before placing the heatsink on top. You only need a tiny bit.

Also if there is a lot of static then it could hurt or damage something.

Avoid working on carpet if you can help it. I can't so I keep the plastic covering that came with my case and make sure that I stay on it when working. I've been told tile works best to guard against static.
Use the frame of the case to periodically discharge any static electicity you build up; especially before you touch the motherboard or well pretty much anything else.
