if the old one is dead then that would be a good idea but if its still got a charge it should be fine (check it with a multimeter)

what's your video card?
you might want to try using a different video card and see if it shows the boot screen
you might want to install different drivers and see if that helps

when you say that the system locks up after you f8 on boot, I suspect that it is trying to show you the options (like safe mode, system restore etc) but cannot because it isn't properly utilizing the video card
