Missing Display Properties Dialog

There's a machine I'm dealing with at work (XP-Pro SP2) that when I right-click on the desktop and click "Properties", nothing happens. The Display Properties dialog never appears.

I've dealt with this before, but can't remember how I resolved it.

Any ideas, guys?

that happened to me with windows 98 one time. I dont know how to fix it. Maybe reinstall or windows update?
