I just built a new computer. Everything is perfect but this fan. It makes a clicking mechanical noise and it stops when it is pushed on the upper left hand side.

Should I just unlock the clip and relock it or will that do the samething?
I also put in artic silver - will taking all the clips off let air between the cpu/heatsink?

It's running at 38 C and its a Prescott core, so it works fine. Noise is way to loud though. The whole room is filled with a clicking noise.

Contact intel and tell them about your fan and it's problems.

Since it's retail and under warranty, they should be happy to replace your heatsink \ fan to save them more money down the line when they have to replace the processor.
 
On an unrelated note, you shouldn't use thermal compound with a stock HSF, it should have come with the appropriate thermal pad.
