New HD won't boot

I'm running Win 98, on a Gateway 400 mhz, 7gb HD. There is no emergency or startup disk. The hard drive is bad. Purchased another HD and tried to boot off the 2 restore Gateway disks.

No luck, another error message "run scan disk." After 30% scanned another error message something like "unrecoverable error" or "bad boot sector."

What gives? Do I need a clean install Win 98 or should the Gateway restore disks work ?

I agree with MicroBell, format is the best way. Looks like your HD is really screwed bad. I suggest you get a new one and dos programs such as fdisk would do fine.
