have no clue WHAT is happening. For some reason something keeps creating the file "WebExcl.dat" on my desktop, in my programming folders, everywhere! Where a program connects to the internet, this file is being created. There is NOTHING in this files. I scanned for viruses, I'm clean.

I searched my computer for this files and it is ALL over the place. Almost every folder that uses the internet in any way.

It's weird because it is a blank files. There is nothing in it please some one help

go to execute in your start menu and type msconfig
check the startup tab there and see if there's something starting up with your pc that shouldnt then check your processes in the taskmanager for something that shouldnt be there (run your processes trough the LIutilitys site they have a good database on processes that should and shouldnt be there.) then if you find something disable it/terminate the process. and then you search the registry and your hard drive for any files related to the mischievous program.

You havent added a piece of security software named Panda have you? and tried to remove it?
