Ok Intel is better for encoding but Amd is better for gaming, i suggest getting an AMD because you are on a tight budget. And who said you cant build a "gaming" pc for 550$, i built my cousin a 400$ pc with out monitor and it plays DOOM 3 and Far Cry smoothly.

If you need like a cd burner, mouse and such you may have to down grade the ram to like 512 but here is just a suggestion.
