ATI TV Wonder VE - bad picture

I have a TV Wonder VE tuner card (pci) that I've been trying to set up, but the picture is really pretty fuzzy and in full screen mode it looks terrible. This is a used card I got from a friend and he had it working fine before he gave it to me. I downloaded the drivers and mulitmedia software from ATI's website but it's still not working right.

Also, Media Center doesn't detect the card at all, which may be an indication of something not installed correctly. Help appreciated.
