Recycle Bin error?

My friend is have a problem where his Windows Recycle Bin shows that it's full on the destop...but when he clicks on it, nothing shows up in the folder. And when he tries to empty it, it says "Are you sure you want to delete "WINDOWS"?"

If it was me I'd probably just empty it but he wants to make sure it's not gonna delete his operating system or something.

it wont delete windows, he'll probably get an error if he says yes

It won't hurt him if he says yes, because even if he WAS going to delete it, like 7154 said, it won't let him and will give an error.
