Password for Downloads

Hi. Im using Windows XP and IE 6. Is there anyway of putting a password on downloads so only certain people who use the computer can download stuff over the internet?
any help would be much appreciated,

Set them as a limited user or turn on the content advisor.

This is FreshUI... from what i remember of my dealing with it... you can restrict it with that.
