cannot access a file

i'm trying to access a file in the server but when i try to open it, a message saying that a computer is modifying the file so i can only open the file as read only. none of the computers have the file open though and i had all computers restarted. i still cannot access the file. Please let me know what i can do.

goto the server, assuming win2k, right click my computer, click manage, expand shared folders, click open files, find the file, right click it, click close file (or something like that)
