The air conditioner thing, it would not be cheaper. Easier depends on the person. Think about it... How much would it cost to run an air conditioner at all times when your computer is on? That racks up really quick
personaly, this may sound weired, but i havnt used an AC ina long time, and i may just be thinking of technology thats simple but not out there?
i know theres cheap ACs for prolly like 50 bucks or so, but (just for exampel)- a box over the pc, side pannel off pc, 1 side cut out of the box, the AC put right on that side of the box, so it blows directly in and theres nowere else for the air to go. once the box reaches, ex.- 60F, it auto shuts off like untill temp risess back up. like a car temp control, or dehumidafier. and with such a small area it would use very little energy.

since i dont know anything about pc water coolers, i maybe rong.. but i do know AC systems, and other stuff etc.(but its not my job)
since thy only run on water, all u have to do is purge all the air out of the system.
Him - missinterpreted vapor lock. vapor lock isnt a air bubble.. its when fluid in the lines are heated up so high, that the liquid turns into vapor. iv only heard this turm assosiated with old car's fuel systems. i believe this is impossible with pc watercooller, unless someone tells me how the water cooler works exactly.

water by itself H2o cant conduct electricity, its all the contaminants in the water that make it so conductive.
distilled water is water thats had all contaminants removed. and i think i heard somewere that PCwatercoolers manuels tell u to use distilled water. so in theory, its not conductive anyway.
i would fill the system with distilled water, let it run a bit to flush it. then empty it out and refill it with clean distilled water.
