PC Freeze's Up - Narrowed Down

Okay my PC has been locking up pretty much randomly both on start up and when the OS has been running for a while. I have narrowed it down to this:

When the Bus speed is set to normal 133 I can get 1.5ghz out of my CPU. I have had it at this speed for the past year with no problems. But like I say over the last few months I have been getting lock ups.

The only way to stop the lock ups is to set the BUS speed to 100 and make the CPU 1.1ghz which for an Athlon 1700 is what i consider under clocking. (However when i set the best performance settings in my bios it automatically reverts back to a bus setting of 100 like that is the default????)

Does anyone know why this is? Or if there is a way to get the full potential out of my cpu?

Athlon 1700 (I think)
Radeon 8500LW 128mg GC
3/4 Gig RAM (Just changed the ram so it is good)

Temp on CPU is about 37 - 40 deg so I don't think it is that.

Could be power supply but i unplugged all my USB stuff and CD ROMS to save power and still get the problems.
