Well anyways, I took it home and was able to fix it.
No, it was not a wattage problem. Like I said, the card worked before. It was just a compatibility issue with the integrated graphics and graphic card, it has trouble recognizing one or the other. I plugged the monitor into the integrated and was able to get back to a previous point. I was then able to reinstall drivers for the card. That thing sure doesn't like new parts.
And yes, I appreciate your "Dell sucks" comment, since it was JUST what I was asking for.
