My computer specs are:
300 Watt PSU
P4 3.2 GhZ HT 550
Asus P5P800
512 MB DDR Kingston Ram
80 GB WD S-ATA 7200 RPM Drive
20 GB Retired Company HD
128 MB Powercolor ATI Radeon 9200 SE

I am getting the following average fps for these games at 1024 X 768:
Counterstrike 1.6- 80, 35-60 on aim, and 20-59 on aztec
Day Of Defeat: Averaging 76 on dod_avalanche and LOWER than 30 on some maps!

HL2: Lowest settings 40-50 fps, HIGHEST SETTINGS: 19-35 fps
Source: Medium Settings, 25 on aztec, 30-50 average

Is this normal? The P4 3.2 GhZ Is very powerful and I think there is something wrong since I am not maxing out on such an old game as Day of Default and not getting 100fps on counter-strike.

9200 is fine for those games, and the frames are not that low. I ran a 9200SE for a while, and it's your video card limiting you.

Ya but ya know the guy getting 100 fps is kicking your ass. :p

My fx 5200 got rates like that and I hated it.

the processor doesnt really have a lot to do with the video if u got a card like that.. its kinda like having a mad computer only to be let down by say a pentium 2 or something...

the 9200 is a step up from integrated, im suprised u can get 30 fps in Hl2

The 9800 is so expensive! Like 200! Though, and If I upgrade to 9600 XT, it'll be outdated in like a few months.
