laptop battery problem (i think its a OS problem..)

my dad has a dell inspiron 1000 (celeron 2.2ghz, integrated graphics, 256mb ram) and you know laptops are plugged into the wall that the screen goes brighter, and when it is disconected the screen goes darker to conserve batteries? well, my dads laptop does the opposite. when it is plugged in, it goes darker and when it is on batteries it is brighter.

we called dell and they told us it was a faulty battery so they sent us a new larger one and it still does the same thing. I went into the BIOS and didn't find any options to change it and i looked around windows but couldn't find it either.

anyone know how to solve this problem
 
i dont think you should bet on dells tech support this time... I think it might have something to do with your laptops APM profiles.. maybe its set to max performance with battery and energy save when plugged in. see if the speed of the cpu changes when you unplug the cord with an app like cpuz. if it goes higher when you pull it off, then the profiles are reversed.
