Ill spend $1400 give or take $150. I want it too play the games I listed and games like that. Im not sure of all the games my cousins play. Also surfing the web for cheats and patches for video games and thats about it. If theres enough there I would also want a tv tuner too record tv shows. I already have a hardrive too.

That's around $850 I think, and that is a really nice build that will last you for quite some time, and be able to proccess most things you throw at it. That gives you $500+ to spend on anything else you want to throw into that computer.

Will this run the games without lag?

If your not playing online then you will not get any lag at all. the 9800 gaara posted will play all those games you posted glitch free most likely. If you are playing online but have a pretty slow connection (dial-up) then be prepared for some lag.
