I recently bought a 1.6ghz socket A AMD for a friend's comp... then found out it didn't come with a sink or fan. I was wondering if I go online buy a sink and fan do I have to be specific about a socket A cpu or will any sink fit? Do they sell oem AMD sinks for cheap? Or can anyone recommend a few.

Yes you do need to bye a socket a HSF. Since the clock speed is quite low so a cheap HSF should work well, you can nornally find cheap one on any good pc tech website.

any amd heat sink and fan will work
No this is not true. He can't go and get an AMD64 heatsink and try and fit it on an Athlon or Athlon XP processor.

You need to look for a Socket A or Socket 462 (Socket A IS Socket 462, 462 just referrs to the amount of pins in the processors, but they are the same thing, sometimes it's displayed as Socket A(462) )

Anywho, yeah look for Socket A(462) heatsink.

Just check out zipzoomfly.com or newegg.com they have a nice selection of them and pretty cheap ones too which will be all you need
