help please high cpu usage problem

ok i just installed a LGA775 3.2ghz processor on a gigabyte GA-8ipe775-g motherboard, i have an ati 9700pro video card, sound blaster audigy gamer sound card, 1 gig of 266mhz ddr ram, and a 580watt power supply. This is a new install of windows xp pro. i loaded the chipset which is Intel 865pe and loaded all the drivers. No programs are installed on this pc. just drivers and XP. i noticed my computer was lagging, i then installed sp2 and all the windows updates and that did not help, i then let my pc sit there and i go to taskman and my cpu usage is sitting between 40%-60% while it is idle. Any suggestions would be greatly appreciated. I upgraded the bios to the latest version, and the onboard sound is disabled in the bios. There is nothing in startup and it cant be a virus or trojan because this is a clean install of xp pro. Thx

Try uninstalling SP2. See if that does anything.

which process in task manager is eating up all that cpu time?

everything is at 0 nothing is showing, just cpu usage between 40%-60% thats the weird thing
