How to make computer quiet?

What's the difference between 80 mm and 120 mm. Is there a huge sound difference?

Just recommend cases, anything under 100, that is quiet.
 
80mm fans are not as efficient as 120mm fans. (120mm fans have an airflow around 3 to 4 times more than 80mm fans)

Therefore, in order for an 80mm fan to give good airflow it needs to spin faster therefore it makes more sound.

What do you think of the LanBoy and JetMaster cases I posted earlier ?

I can select a PSU for you as well if they do not come with.
 
I have an Antec Sonata... it has the best layout inside i heve seen in a PC case (the harddrives mount in sideways and the whole case uses rubber dampened tray systems to reduce noise from drives. Plus it has a 120mm exhaust fan which is pretty much silent and a very quiet powersupply. I bought an extra Antec 120mm quiet fan as an intake fan. the exhaust fan that came with it was mounted with rubber instead of screws (makes it even quieter as no vibration noise) and the case had spare rubbber mounts for the extra fan I bought. I have no complaints at all about my case... i like the way it looks, my pc has never been cooler, it is very quiet, the case is built very well and the layout made installing the mobo, cards and drives really easy!

It is a little above your price range though!!!

I just bought a Thermaltake Venus 12 heatsink. DO NOT BUY this thing. it is loud. Could hear it coming from my room upstairs with the door closed when i was standing at the bottom of the stairs. Thats at low settings. There goes my early morning gaming without waking up my parents!...
 
what about those fan silencers that go between the fan and the case? do those work?
