IPS is definitely in your range.

Slightly out of budget but qled and HDR.

Take note a 1060 will struggle with 1440p. To get higher refresh rates you'll need to lower settings.

Also, 4k 144hz is attainable now except for the GPU price gouging. 4k 144hz HDR panels are supposed to be coming this year after being delayed from the 2017 holiday release.Not real sure why they were delayed but it's whatever. Next series of GPUs will do it quite easily.
