Well you can run 3 monitors on even a crappy low end card, but if you want to run Surround (3 monitors one game) then you'll need more than a single card to tackle that with proper frame rates and settings.
Alright so the build I put together will do what you want within the 1000 limit.

So, like I said, this will do what you want but if you need a storage drive it'll go over your 1000 limit. You could combat some of this cost by dropping the case to a cheaper one like the Corsair 200r and maybe drop the SSD to a 120GB instead. The platform consisting of the motherboard, processor, and RAM will last you the years you want but the GPU won't. If you stick with 1080p the 970 will do you good for a while but on Star Citizen for sure it'll struggle with higher settings. Before you ask what about AMD, the 380x and 390 in the similar price bracket will also do the same. Honestly this would be a good setup to start with and all you would really need is a better GPU down the road maybe when Pascal comes in 2H 2016.
