PC will not power up

My wifes computer will not power up with power switch or reset button on case, Cycled PSU switch on and off, plugged PSU MB 24 pin plug plug into a PSU power Tester, all voltage check green except the -5v light. Plug PSU into MB with nothing connected to MB, try screw driver to jump the start switch, in case the case switch is bad, MB doses nothing.
MB = MSI M2-A75MA-E35, PSU = Antec HE650
So just want confirmation , looks like dead MB right?

This is the second MB in this case in like a few years, last MB died also, we have a lot of lightning in central fla., but never had many dead MB problems like this.

Sounds like PSU to me.

If the -5 volt rail is dead then it's time to chunk that one and get a new one. I have the Corsair AX850 and it's the cat's meow. All modular so if you don't need a connection you just don't plug it in the PSU. Modular is a little pricey but is a solid investment. As you add goodies to your computer you just plug in the connector you need for it.
