Can someone tell me what I need for....

Like I said earlier though, a proper charge circuit. Not all lithium batteries have those circuits built in, it's up-to the buyer to build or obtain proper charge circuits in my experience.
 
Never ever ever fully discharge a Lithium battery. It kills the cells and can damage the charge circuits. It's recommended to charge it up frequently, and the minimum you should let them get down to is 10-30% I believe.

Yeah exactly, I've got a few Lithium Polymer batteries (aeromodelling) that have degraded through:
Being discharged completely (they've swollen up...)
Being left in a discharged state for a prolonged period of time
Being charged too quickly
Being dropped (cell expanded, fizzled, then set on fire)
Being left in a fully charged state

I think they recommend storing Li-Pos at anything between 30%-60%, indeed when you buy a new battery this is around the level of charge they seem to come with too.
